&lt;p&gt;Sometimes it replaces the string if there is no using for the properties.&lt;/p&gt;
&lt;p&gt;&lt;span style="color: blue;"&gt;using&lt;/span&gt;&amp;nbsp;OrderManager.Properties;&lt;/p&gt;

&lt;p&gt;My Problem: The tool does not replace the string with a call to the resource file.
